First you need to beat the elite four. Then go to 5 island and surf up to the water labyrinth until you find the lost cave. Go in item room 2 and get a sea incense. Have a marill hold a sea incense and breed it with an azumarill on 4 island. After a while, you'll get an egg - walk around and when it hatches, it will be an azurill.
