When in viridian forest skip all the trainers (except for the last because you have to fight him to get out). Beat brock then go towards Mt.Moon. In the grass where the lass has a lvl.14 jigglypuff (watch out it uses sing alot, use a weak move first because jigglypuff will disable it) walk around. You have to have patience because it is rare and hard to find. Catch it and got to viridian forest. Nidoran(male) has peck which is good on bug pokemon. Fight all the trainers and some wild pokemon and he will be raised in no time.
