To do this cheat you need to have caught the legendary pokemon suicine and articuno and the item, nevermeltice. Give either one of them the nevermeltice. Then put them in the daycare on island four. The man in front of the daycare will say they don't really like each other, but that just makes it take longer. Go for a walk or something. When you come back there will be an egg. If you gave the nevermeltice to suicine, it will hatch into regice. If you gave it to articuno, it will be kyogre. They will be level 5 when they finally hatch.
