How to get a rainbow pass.
When you have beaten the Elite 4 talk to Celio on 1 Island and talk to him then go to Ember and battle the Roketmembirds. Go inside the cave behind them and find the ruby plate. Then give it to Celio and Hewiltakyor Tripass and he will give you a Rainbow pass - now you can catch Joto pokemon.
