Get Lugia and Ho-Oh

First get the mysticticket (outside the game) then beat the Pokemon Leage. Then go to Vermillion city, go on the boat and go to Navel Rock. Go through the path then there is a stop and you can only go left or right. If you go left go up the stairs and you will find Ho-Oh. If you go right go down the stairs and you will find Lugia.
