Go to the weather institute, go to the second floor and talk to the professor. If he says there is a drought around a route, then go there and look around - you might find Terra. Cave Groundon is there - if you see a dive area that's not supposed to be there, use dive then go through this cave. Use dive, then you're in Marine cave. Kyogre is there - catch them.
