Go to the Safari Zone. Go near the place where you use your acro bike to hop across to the next platform but don't go on it. Go left and there should be grass, and you should find non-advanced pokemon. You have to be playing Pokemon Emerald and you have to have already beaten the Elite 4 atleast once.
