Beat the pokemon league and go to the battle frontier. Go to all the houses until you hear a tv broadcast. It will say, "A herd of skitty are on route 116." Go there and catch a skitty, then fly back to the battle frontier. Go next door to Scott's and a girl will trade you meoth for skitty.
