First you buy a magikarp from the guy in the pokemon center next to mount moon.

Then you take the magikarp to the day care center until he is level 25.

Then take him out and put him back in until he is level 50. Take him out again and put him back in for one more level until he is 51.

Then take him to the pokemon center for a check up and when you get him back it should be mew.
