First catch a caterpie train to level 98. Then use a rare candy it will say evolving press A+A+A+B+A+UP+UP+DOWN+start.
Then go to palet town and talk to professer oak 12 times.
Talk to your mom and she will say bill wanted me to give this to you and there you get mew!!!!
