first fly to pallet ,go to your house with a level 25 pokemon. talk to your mom and then fly to fusia and go to the safari zone walk arond for 15 seconds and leave. fly to cinnabar and go to the middle of the burned tower (which is the part next to the second stair case) and leave. walk through saffron to the gym. fly back to your house and talk to mom she will say"thats a pretty pokemon but its weak " 'she will say give it this'. you will get a power up.[give it to your lv.25 pokemon and it will go to level 1000]
