Catch Mew

Play the game as normal until you get HM05 Strength and HMO3 Surf. Go to the ship in Vermillion City and go past the guy that welcomes you aboard the ship. Don't go into the ship, surf right and there will be an island there and on it there will be another ship. Use Strength when you are next to the ship and the boat will fall into the water and Mew will appear.
