How to get Fuscia City transformed into a Glitch City
First, go to the Safari Zone and walk around until you have about 70 steps left, then exit. When the guy asks you if you are leaving early, say 'no'. Then exit again, and once again say 'no'.
When you are back in, save and turn off your GameBoy. Then turn it back on and exit. The first glitch will come up, because when you exit, instead of asking if you are leaving early, he will ask if you want to come in, like you just arrived. Absolutely make sure you say no.
Then fly to Cinnabar Island and surf up and down on the right side where it's half water and half land until the P.A. System of the Safari Zone sounds. You will be warped back to the exit of the Safari Zone.
Exit and Fuscia City will have been transformed into a Glitch City.
