First go to the man who shows you how to catch pokemon and say no. Then fly to Cinibar Island.

Talk to the bald man in black clothes under the gym. Then go in the burned house and then exit.

The man you talked to should be on the roof. If not then surf up and down the island until you find m or Missingno. Kill it and he should be on the roof.

You do have a certain time limit so be quick.
